I am a scholar, educator, consultant, and environmental advocate with expertise in Environmental Law, Mediterranean Governance, Coastal Zone Management, Waste Management and Sustainable Development.
I earned my Ph.D. in Law from Université Côte d’Azur in France, with a thesis examining the effectiveness of the right to a healthy environment in Lebanon. This was the first doctoral thesis in environmental law in Lebanon, acclaimed by Professor Michel Prieur as a foundational cornerstone of academic doctrine in the field. I also hold a Master’s degree in Legal Risk Management and Sustainable Development from Université Côte d’Azur, and a Master’s degree in Domestic and International Business Law from the Lebanese University – Filière Francophone de Droit.
My research traces the evolution of Lebanese environmental legislation from the Ottoman Empire through the French Mandate to present-day developments, comparing it with French and international law. I worked with Professor Michel Prieur’s international expert group on indicators for evaluating the effectiveness of environmental law. My current work focuses on Integrated Coastal Zone Management (ICZM), marine protected areas, illegal coastal construction, waste management, and the implementation of the Barcelona Convention in the Mediterranean region.
I have contributed to drafting environmental legislation in Lebanon, including the ICZM draft law for UNEP/MAP, a proposed mountain law under the EU-funded CESNA-LB project, and legal frameworks for marine protected areas. I serve as Board Member and Lebanese Focal Point of the International Center for Comparative Environmental Law (CIDCE), Vice President of TERRE Liban NGO, and Head of the Environmental Committee at Baabda-Louaize Municipality Council.
I teach Environmental Law at Saint Joseph University, Health, Safety & Environment at La Sagesse University, and Environmental Law to doctoral candidates at Beirut Arab University. I have represented CIDCE at COP22 of the Barcelona Convention in Antalya and chaired UNEP sessions bringing together Mediterranean countries to strengthen coastal legislation.
I speak three languages: French, Arabic, and English.
